Rebuilding a Distributor

I have just rebuilt a distributor only to find that when I pin the sleeve into place using BOTH the steel and fiber thrust washers, the shaft binds. I know it is the washers since the shaft turned easily before I pinned the sleeve in place. Can I leave one of the thrust washers out without hurting anything, and if so, which one should go.Thanks.
