Sounds like the insulating washer used under the points stud.This one may be the second of two washers (lower one)used with a nut to hold the point stud to the upper plate.This nut also hold the "crimp on tab" on the upper end of the wire that makes the connection to the lower plate.(Item 21 on Snyder's diagram page A-39 of their catalog.)

I think the purpose of this larger washer is simply to provide a barrier to prevent the crimp on tab contacting the upper plate. (And thus create an electrical short)

It's been a while since I did a distributer but Snyder's does have good pictures.Bratton's likely has the same picture which they might snailmail to you.
