Joe,
I have always located the thrust washer on the bottom, but with some uncertainty. However, I just looked at a cam and drive gear assembly. To my surprise the direction of rotation lifts the drive gear assembly towards the distributor. There is no longer any doubt that the washer belongs on the bottom.
