Flywheel

Does anyone have any thoughts on lightening the flywheel, say by about 20 pounds? I've been told that this will add quite a bit of zip to the engine, but what is the downside? Also, what about balancing the engine as pant of a overhaul? What parts are balanced, and just how is it done.
