Hi Richard,
I need a little clarification on your question. What is it that is marked L and R. It must be the arms since the shocks are supposed to be marked CW and AC for clockwise and anti clockwise. The "drain plugs" are really fill plugs and should be up. Clockwise go on the left front and right rear. The needle should be 1/4 turn out. The builder or rebuilder should have bled the shocks but if you suspect not, close the needle valve (turn it in but not tight) and pump the arm up & down then fill to the bottom of the fill hole and open the needle 1/4. If your shocks are correct, it will be more resistance pulling down then pushing up.
