The shocks are filled with fluid already, but it appears like one needle is in more than the next... I can "feel" resistance when moving the shocks so I'll make sure there is more resistance when I push down then pull up.

Hi again Richard,
The shocks should not leak if you turn the needle valve.
Ok so here is another way that I think you can use to check which shock goes where. If you were looking at the front of the shock (looking at the needle valve)with the mounting holes on a horizontal plane, (the mounting holes are above center) the fill plug is to RIGHT of center or the vertical plane on the shock that goes on the RIGHT rear. The other shock which is configured that way goes on the LEFT front. If that is confusing, let me know.
