Gordon,
I don't think I would blast a horn, as I don't think the bell and the cover would take the blasting very well.I agree with Carla, sand the rough parts and either spray it with a spray can (prime the bare metal first) or another thought would be to contact a couple of local body shops and ask them what they would charge to spray your horn when they were doing a black spray job, I would guess you could find someone that is doing a job and would spray the horn for another $20 or so.If you are near MN I could get it done for that or less.
