Are Title Companies Legal?

Have built 30 Town Sedan from parts.Obviously no title.Indiana DMV says I need an attorney to get a court order to prove ownership prior to title issue.Headache!

Are the title service companies I see in Old Cars Weekly, etc, a legal means of getting title for my use?Or will this just give me more headaches with the DMV?
Do they also provide a bill of sale?
