Apparently in Michigan if you go into the DMV with a bill of sale on an old enough car they will run the vin and if it hasn't been registered in x number of years they wil issue a new title.
I'm not sure what you told them at the DMV but I'm sure that if you went in and told them you built it from parts that they would have a hassle for you. If they do something similar to MI or what was mentioned in CA, going in with a bill of sale and a slightly different story might lead you to procedures like this. It also wouldn't suprise me if you have to do some work to track down the person at the DMV that actually knows what they are doing in a siuation like this...I know here (NC) it takes a lot of luck, a lot of patience and/or just the right contact to figure anything out. It isn't hard to know more about the system than the person behind the desk.
