A's typically because of looseness, or mis-alignment.
First things to check are:
Tires old? stiff tires can do strange things.
Wheels bent?
Wheel bearings tight? - check for spindle wear if there's play that won't come out with adjustment.
Steering arms tight in the spindles? if they've been allowed run loose there may be wear in the joint that requires repair.
Other things:
Pitman arm loose on the steering shaft?
Steering box have play? see if the sector shaft bearings are loose if there's play that won't adjust out.
Tie rod ends loose?
Alignment:
The camber (1 13/16" farther apart at the top than at the bottom of the front wheels)is adjusted by bending the axle. The Castor (5 Degrees)is adjusted by bending the Wishbone. The only setting you can make is Toe-In which should be 1/16" closer at the front than at the back of the front wheels. I use a thin board with a nail in the end to catch one of the tire treads (Make sure your wheels aren't warped first). Bear Alignment does a better job but this work well enough.
