tapper noise- should the car have push rods?

i have just discoverd i have tappet noise in my 1931 tudor
and upon, stripping i found my push rods do not exist.
what is correct procedure for adjusting tappets?
the manual says adjustable push rods?
do i grind valves?
or change the cam?
or use shims?
PLEASE help this is most confusing
also there is supposed to be a removable plate ant the bottem of the sump to remove the oil pump, this is also does not exist?
any theories?
