What year is it, really?

I live in Stettler, Alberta, Canada, and have obtained a Tudor which the former owner says is a '28. However, two different fellows who seem to know have told me it's a '29 because the rear tail light is located on the left rear fender. Anyone out there who can help this "Model A rookie" out? Your help is appreciated!
