What they might be refering to is the forged tail light bracket that was used on the 1928 with the drum tail light. The latter tail lights were "tea cup" style. The drum tail light has a uniform diameter from front to back, the tea cup has a larger diameter at the back. I am not sure but I think that some of the tail light brackets were attached to the body and not the fender in 1928. There were alot of changes made in 1928 and early 1929 so it is hard to tell the year of a Model A by looking at just one part. Change over of parts did not occure at the same time at all plants. Also parts may have been replaced in the last 68 years.
Some of the unique features of the 1928 are red steering wheel, headlight lenses with only vertical flutes, drum tail light, oval dip stick handle, fan shroud, multi-disc clutch, larger power house generator, soild front motor mount, emergency lever directly in front of the gear shift lever.
However I agree that the best way to determine when your car was made is to look at the date stamped on the firewall or the engine number. The should also be a frame number that matches the engine number on the top of the frame right around the transmission, you have to remove the body to see this. If you can find these number I can tell you when it was built.
