Ken,
Ford often used up old parts on trucks last.Therefore trucks would lag behind in getting the new parts.Also the assembly pants would use up the old parts before using the new ones and this would occure at different time at different plants. Your best bet is the engine and/or frame number.The two piece splash apron appears at the start of the 1930 production and ended in Sept 1930.
