Rick,
The source is bottom right column of page 13-4 of the standards. "From the introduction of the 1930 model thru September 1930 a two piece splash shield was used".As with all changes there would have been a period when both were being installed since the assembly plants would use up the existing stock of two piece shield before they used the one piece shields.
