Brake Adjustment

Hello, I'm finishing my restoration of my late 31 slant windshield four door frame and have a few questions about adjusting the original brakes. Where do I start adjusting, I've rebuilt or replaced all the components including new shoes, tracks, bushings, etc. Secondly, I don't seem to get a clean pedal movement on the brake pedal. The brake cross shaft that goes under the drive shaft seems to rub on the drive shaft tube where the trailer arms connect. This seems to happen as the pedal aproaches the floor board. Any ideas?
