The rear brakes have more leverage by design. They come on slower but require much less pedal pressure. The fronts require more pedal pressure and are almost impossible to skid on dry pavement regardless of adjustment. When the fronts are adjusted too tight you can't depress the pedal far enough to lock the rears. If the fronts are tight and you can still get the rears to skid on dry pavement, then your adjustment is near perfect.

If the shoes are properly matched or arched to the drums, and the shoes are properly centered, it won't require much pedal pressure to achieve the above.
