You know how I hate to be controvercial but I think it was more a result of design limitations. If the car didn't have to steer at all, I believe the front and rear brakes would be identical. (Logical) It was more than likely that it was the steering requirement that defined the design criteria for the front braking system. This may also very well be the reason that the model T didn't have front brakes. Something to think about.
