Horn & Light switch

My horn switch does not work, so a previous owner put horn button on the dash. I would like to fix it back to original. Also my lights sometimes will not turn off, as switch seems to come disengaged. After playing with it for awhile, I have been able to get it to re-engage, and switch off, but I'm afraid my luck may run out. How do you get into this assembly to correct these problems. I assume it may just pop right off, but don't want to try it, until I am sure.
