Also my lights sometimes will not turn off, as switch seems to come disengaged. After playing with it for awhile, I have been able to get it to re-engage, and switch off, but I'm afraid my luck may run out. How do you get into this assembly to correct these problems. I assume it may just pop right off, but don't want to try it, until I am sure.

The switch is held on to the steering column by a wire bail, which will pop off with a screwdriver.You may then slide it off the steering column and take it apart by twisting it counterclockwise a bit, and pulling it apart.There you will see the guts, and perhaps figure out why it is acting funny. I would suggest disconnecting the battery first. A repair kit is available to repair the horn button.I would guess the wire is shorting to the rod, from the insulation deteriorating.
