You should mount the Aermore exhaust whistle at the end of the tail pipe.You may need to cut off 3-4 inches of the tail pipe so that you have clearance with the rear axel.I hope that your whistle came with a valve also.The valve is really a T with two butterfly valves in it that are linked together.As the exhaust valve closes, then the whistle valve opens to divert exhasust gasses through the whistle.This is operated by a cable that can be routed under the floorboards and up a small hole at a convient location.When you stop pulling on the cable a return spring on the linkage should return the two valves to their original positions.The valve that I have is made by Fulton.I believae that the A exhaest pipe is 1 3/4 OD.If your valve doesn't fit this, then you'll need to make an adaptor to fit.
I installed my whistle on July 1st and used it in two parades on the 4th.It is very loud and gets a lot of looks.If you have any questions or comments contact me at bschaefer@mmsd.com
