Radiator Splash Apron: proper mounting of felt pad

This should be a no-brainer (but,then, I don't have the answer..):the anti-rattle, felt pad for the radiator splash shield was mounted with one rivet hole ('30-'31).Can someone tell me where the precise placement of this hole should be; my splash shield must be a repro (despite its ancient appearnance), because there ain't no such hole. Common sense would say to place it midway between the sides of the apron, down from the top edge whatever distance is required in order to mount the pad for a snug fit.Have I answered my own question?Just thought I'd ask before I get that gleam in my eye with a whirring drill in my hand...
