Bracing Rods Bracket

The bracket to which the bracing rods are connected has become detached from the top of the radiator.While the bracket has three holes in it, it appears to have been welded to the top of the radiator.Is welding the proper attachment method or does it bolt on.If it is welded, has anyone used one of the industrial "cold welds" to reattach a bracket.I would like to reattach it without removing the radiator or shell.Any suggestions for reattachment would be appreciated.Thanks for sharing your knowledge.
