: What is on it is a cap made of two cast parts.
: The bolts will just spin and I can't get them loose or make them tighter. The retainer pin is in place so the bolt heads must be below the pin.Any ideas on what is wrong here? Thanks in advance.

The cast pieces that are on your truck are probably part of the replacement type kit with the rubber ball. A lot of A'ers like these kits, especially if the radius ball is pretty worn. I have had good luck with the original assembly.
Your bolts are probably spinning because the retainer pin is bent up and away from the slots in the top of the bolt, and/or the bolts are worn in the housing and sitting a little low. You can pull out the pin to see what shape it is in or maybe grab the end of it with some small vise grips and turn it 180 degrees to see if it will catch the bolt head enough to get the nuts off.
Sometimes when the bellhousing is very worn where the bolts sit you can use thin washers under them to bring them up a bit. This may be a little difficult without taking the bellhousing off, but probably not impossible.
One last thing, originally there was a piece of felt over the radius cap assembly inside of the bellhousing and it was held in place by the retainer pin. This was to catch oil leaking from the trans and rear main to lube the radius ball assy.
