early rear bumper question

Can someone who has the judging standards please tell me how the 28-29 rear bumpers are supposed to be.I have seen the plate that is riveted to the bars painted, plated, the whole end painted, the rivets painted, and so on.What is the way it was done when new?My cars are not show cars, but I like to have things correct when possible.
