how close do the judges look?

having never entered a car for judging...how close do the judges look?would a judge pop the distributer cap to see if the upper shaft/cam screw has been drilled? or do the leave hands off and not do any dissasembly?i know if it is specificly mentioned in the standards the look for it, like the seam in the water return pipe and measure bolt/nut head sizes and finishes...what else do they get picky about and what do the let go?which would get more points, a well restored original radiator with a few fin problems or a new core with original upper and lower tanks in perfect condition?
