It's been a few years since I judged, and only at regional meets (well, MAFCA/MARC judging, I've done concourse's too). Even though there are standards, each judge does do things a *little* differently, our vision is almost as unique as our fingerprints!
We aren't allowed to diaassemble things, so your drilled cam screw is probably safe!Radiator cores, the new core would have to look identical to an original, complete with the dips on the fins. Think I'd go for a *nearly* perfect original over a recore anytime. Neatness, consistancy and atttention to known Ford manufacturing/assembly methods are what you should aim for.
Just IMHO, others may have differing views!!
