fuel tank, how to clean out rust

Thanks in advance for any help,
does anyone know how to clean out rust from inside the gas tank?
We have tried to flush with water, it seemed that wegot it all but soon the settlement bulb and line were clogging so quickly that you might only run a minute or two.
It seems to me that we need a way to knock loose rust stuck to the inside of the tank and perhaps then apply something to seal the inside of the tank.
