shock absorbers

Several years ago I bought a set of M & S shock absorbers. One of them is leaking fluid now and it does not have as much resistance as another shock that I compared it to.( It does still have some especially on the downward stroke.) I understand that these new shocks do not have the fluid just behind the shock cover but rather it is totally sealed in the inner section of the shock. It does still have the little filler plug like the original shocks. Will it do any good to add fluid through that filler plug or would the fluid just stay in the outer section and not drain into the inner part where it is needed? Does anyone have a source for rebuilt original shocks?
