I got a great body.. lousy interior, pulled it out and found a rotten header, and decided the only way to go was "frame-up". Get your rolling parts done/re-done, then attach them to a restored frame. (I'm almost there after about 300 hours).
As an experianced woodworker,(one of my other hobbies), I plan to at least use a coat of a "deck sealer" sealer material (and give it about a month to cure) before I install and paint my wooden parts.
My thoughts on re-welding a deck header... think obout how Henry did it..I can't believe he had to cut and weld to install that piece (I don't recognise what a '31 S/W is) I would lead opposed to body filler.

As far as the gas tank dipping, the only problems it will cause are those probably already there and masked by rust.. better to catch them now than later when they dribble gas all over your new interior... My brother-in-law used a water hose and some sandbox sand (and a wee bit of shaking) to clean his '28 chevy tank,then a torch to boil off the remaining moisture. He then soldered the few holes he found. (I don't know if he used a tank sealer.)

A tip in one of the past years Model "A" Restores magazine was to use a product by "Locktite" called "extend". The tip was for the un-reachable parts of the rims on the wheels, the rolled rim edge. "drill a 1/16" hole and force enough in to catch the rust and seal the inside surface" was the basic message. I have no idea as to gasoline's effect on it, but it is available at most auto part stores...Give "Locktite" a call, if this product isn't right they may have another that would suit your requirements.
