29 Dash Rail

We've got a 29 Briggs Towne Sedan we're restoring and have two questions relating to the dash rail. Should it be painted mahogany or body color? Also, the gas tank and dash rail do not bolt together. In fact, there is a small gap between them and there are no holes in the dash rail to bolt the tank to. Is this ok, or are we missing something? Our local experts say they have never seen a car quite like this!
