"Throttle" Lever

The throttle lever to the right of the steering wheel in my'31 Sedan does not "stay put" in the position that I set it in. It rises up and really slows the idle when I come to a stop. Is there a tightening procedure? Or, does anyone have a corrective remedy?Thanks.
