Is it possible that someone has added an extra spring at the carb to help bring the throttle to a complete stop at idle? I have seen this and if the spring is too "tight" it would cause your lever at the wheel to creep. Otherwise I would take a three cornered file and make sure you have good notches at the quadrant to hold the lever in position.
