How to buy a Model A

Within a mile of my house, there's a '31 Tudor sitting
in the backyard of an older gentleman.The car is very
rough and has been there for many years.I would be interested in taking the body off and possibly building
a roadster pick-up at some time in the future.But, I
asked the gentleman a few months ago if the car was for
sale and he said probably not.My question to the pros
is how does one reapproach him and how often to possibly
get him to sell the car?How much should I offer him for
a solid #6 car without insulting him.He seems to be very
attached to this car.
