It took my brother 10 years to buy a Model A that was within one mile of where he lived.He would ask the owner one or twice a year and would always get the answer maybe someday. Each owner is different.It sounds like this gentleman has a lot of sentimental attachment to his car.Most likely if you told him that you want to make a truck out of it he would never sell it to you.If it is sitting in the open you might offer to help him cover it up so it will not turn into rust dust.I think that if he knew that the car was going to be taken care of he might sell it.Good luck.
