jim i had a similar experience with rust in my 31, I took the tank to a radiator shop near me and they dipped the tank in their vat which removed all the rust. after that I had no trouble removing the filter. If you are frienly with a shop as I am they can also dip other parts such as fenders & hood and other small parts. It takes all the rust off.
