Hi Michael,
I also had trouble lining up the holes when I re-lined my brake shoes. What I did was to start the two rivets at one end, don't drive it home yet. Then using a nail, about the same size of the rivet I skipped the next hole and used the nail in the third hole to line-up the second hole, started a rivet in the second hole, again loose. Then repeated the process using the fourth hole and riveted the third hole. You have to be careful not to put too much pressure on the nail as the lining isn't really that strong, and you might make a hole in the lining out of round. I don't really think it matters though. When you get all the rivets in, you can go back and tight all the rivets up.
On the emergency brake pads. I used the drill bit provided in the kit, I think it was flat, narrow at the tip for about 3/4" then it got fatter, to the same size of a rivet head. I wrapped electrical tape around the drill bit just slightly above where the bit gets fatter. Use the tape as a depth gage, so you don't drill all the way thru the pad. Does this make sense?? For hole locations, I placed the pad against the shoe and used a pen from the back of the shoe to the back of the pad. Then drilled the hole from the back to mark the location, flipped the pad over and used the bit described above to counter-sink the rivet in the pad. Do not mark and drill all the holes at once, as my hole locations seemed to change as I went along. I used the same nail method above to "hold" the pad in place while I marked the next hole. I guess you can use tape to hole the pad in place as you mark the holes. Using this method, I think I did two shoes a night, but I cleaned and painted the shoes also.
