Hugh,
If you are sure the battery is fully charged, then you need to check out a few things.
First- make sure all the electrical connections are clean and tight. You may also need to add an additional ground just for the alternator to the engine.
Second- If you don't have an auxillary ground strap from the engine to the battery ground, you might want to add one since it makes a big difference when the starter draws it's 100+amps.
Third- With a volt meter (digital preferred) check the voltage across the battery with the engine off and then with it running.
You should have about 5.8 to 6.2 volts off and 6.6 to 7.0 volts running.
Forth- Does the new alternator have an internal or external solid state regulator. If it's an external reg you should have a small unit (1.5"x1.5"x.5") mounted on top of the alernator. If so, you can adjust the output by means of an adjustment located under the regulator body. You will have to take out the long screw that holds the reg on to the alternator.
(note: the internal regs are not adjustable.)
Fifth- If all checks out you can try changing the ammeter, or swap batteries, alternators etc.

Bottom line something is not right because you should be able to watch the ammeter drop to a 2 to no more than 4 amps when everything is running right.
