Hey Paul,
Regardless of juice or mechanical, I believe the model a brakes are 60% rears and 40% fronts. The method you're referring to is covered with great detail in the adjustment section of Les Andrews book on Model A repair. It's a must own. The article describes in detail how to make and use the step stick. Ray Castelhano at Vintage Ford sells the book. He just answered a Question below this one. Look for Ray C. under responses. He'll set you up.
