Hi Court, The horn diaphram is blue steel as in spring metal gun blue might fix it or new ones are available for about $6. The detent in the center should be a sharp point and not worn down to any degree. If it is you need to replace the diaphram anyway. I would not paint it as the sound will be wrong if any sound is produced and the paint should vibrate off.
