The MAFCA/MARC Judging Standards and Restoration Guidelines have a chart showing the various wipers and then they were used on Model A cars and trucks.1929 is early for a vacuum wiper, but I wouldn't be surprised if it came from a Canadian factory that way.
The description of your wiper sounds similar to the one on my 1931 Tudor Sedan.If you're into restoration, get a copy of the Standards from MARC or MAFCA - there's plenty of good stuff in there to help you do an accurate restoration.
