Like Glen says - The gas in the fuel line may be boiling and causing the bowl to overfill as soon as the engine vibration hits it.If that's the case, then simply NOT closing the tank valve should alleviate the situation.I'm assuming that when it's running rough it's also smoking (Black) and smelling rich.

The gas in the float bowl is vented, and can't build up pressure (unless, of course, the bowl vent is blocked).

The needle valve wouldn't have any contribution since (in a Zenith) it only shuts off a bypass passage which still has access to the bowl regardless.

HOWEVER-

It's not a good practice to close the needle valve every time you stop the engine.I don't like to close it at all unless I'm not sure how many turns open it is.Closing it routinely accomplishes nothing except wear on the needle.

Same with the tank valve - close it when you're going to leave the car for a while, but don't bother for a short shut-down.The valve is really only there because you can never trust a gravity system not to leak when you're not watching.

I'm not sure WHAT Ford was thinking with the late-model indented fire-wall cars - seems like a dumb move to put the valve under the hood.
