The hole is designed to check if the pump is actually working with the engine turning.It was never intended as a means to hold the pump in the block.With the engine turning, take out the plug and if oil is shooting out, the pump is working.If your engine is in the frame, you can use a longer plug or thin rod to temporarily hold the pump in place until you bolt up the pan.Once the pan is on, the spring holds the pump in place nicely.The spring also allows the slightest movement of the pump as it is initially set into motion. A setscrew would not allow this "give".

With the pan on you will replace the original plug.It may stick out a bit but thats OK.No need to over tighten it!Even with the plug in, it shouldn't be tightened to the point of locking in the pump.The pump is aligned with a small delicate tab into the flange.Socking that plug in against the pump may put undue stress on that area and eventually snap off the tab.This condition is certainly not desirable.Well that's my 2 cents worth!See what the others have to say.
