Cut Out Bench Test

With the cut-out off of the generator, and apart, is there a simple bench test that can be made to assess if the contact points are closing at the appropriate moment?Or, does one require a sophisticated load-bearing device in order to place unequal loads on both terminals?
I was hoping that I could place a battery charger on one side of the cut-out to effect a closing of the points.
