The proper method is to simply pull it up.However, in your case the screen seems to be corroded into position.If that's the case, freeing it up may cause rust etc... to fall into your tank.If you don't have a micro screen that could lead to trouble.If you stick a broomstick or similar item into the filler cap you may be able to lever it loose.Soak it in penetrating oil first.Marvel Mystery oil is good as it will condition any fuel in the tank.I took mine out for good.It was designed to filter that had many more particulates than modern fuels, and as a spark arrestor. Besides it sent out a rattle that it took me months to trouble shoot.
