Well, I had the same problem, the instructions say to just remove the screen.You must rotate the screen out of the filler neck.I believe you need to turn it counterclockwise to remove.It maybe hard at first to get it to rotate.But once started it will come out pretty easy.Look down inside the neck and you will see how the screen tabs hold it in place.

This is another one of those easy tasks that Henry developed.Remember the saying KISS !!

: What is the proper method for removing the gas tank filler screen located just below the gas cap on an early 1931 pickup? I have seen a couple of articles on gas gauge repair and all the articles simply say, "...remove the screen, then...", but I haven't been able to hook, pull, or unscrew the blasted thing.
