Machined area behind the inter bearing on the axle shaft

I receieved this email yesterday and i"m unable to answer it, can any of you help?
I recently purchased a 29 A 2 door coupe and am in process of checking out the underside and the wheels.

I am replacing the front wheel bearings and races and noticed a machined area behind the inter bearing on the axle shaft where it looks like something would go there similar to my Allis Chalmers tractor where they use a felt washer about 1/8" thick for dust control.

Can you verify this, does something fit behind the bearings.
My book doesn't go into any great detail with prints of assembly like newer car books do.Are better assembly books available and where would I look.
