Rear bumper brackets

29 Fordor, rear bumper brackets installed on frame, body set on frame. Is rear bumper bracket extending out from body suppose to be level (front to rear)??? Mine are dipping down 1 inch from being level and body bracket is about 1 inch from body wood.... Any suggestions on how to fix???How can you tell a good bracket from a bad one without mounting on frame???
