Trim welt at headliner

The Judging Standards (p12-8)states that a trim welt was used around the perimeter of the headliner on 1929 to early 1931 Town Sedans.I have a late '31 Town Sedan.Am I to assume that no welt was used on my car.No interior was in the car when I bought it.
