If all of the details work out for you as described in the next couple of posts, that sounds like the best way to go...but if they don't I would consider the title company. I went through an individual in georgia last year at the reccomendation of the person Ipurchased the car from, but the title companies work the same way. In those states (Georgia and Alabama are the ones I have heard the details of) They didn't use titles on older cars so you can register a car there with a bill of sale, and now they do provide titles (Georgia, anyway). The title companies use this to their advantage to get you a title by "buying" the car from you, using that bill of sale to get a title in their state and in their name, and selling it back to you with that title, which you can use to get it registered in your state. At least with georgia if you have a good friend there you can achive the same result with a lower cost than the title companies...by selling it to them, letting them get a title and then have them sell it to you (while the vehicle never goes anywhere).
I'm sure they don't intend to make it easy to do this with the laws but as long as it is simply a matter of buying and selling a car and they'll issue a title or clear registration with simply a bill of sale on an old vehicle, you can do this fairly easily (and within the law).
It sounds like Texas has better means for dealing with this problem than what I face here in NC, because I really didn't have another option that wasn't a really big hassle.
Buying an old title outright is another option, but with these other methods you get one that matches your number, which is always a bit nicer.
